Singapore Man Sentenced to 13 Years in Jail for Cannabis Trafficking

A 45-year-old man of Indian descent residing in Singapore was sentenced to 13 years in prison and 10 strokes of the cane on Monday for the illegal possession of cannabis with the intent to traffic. Narkkeeran Arasan, facing financial difficulties in 2021, turned to selling cannabis for quick money, as reported by Channel News Asia.

Arasan purchased 329.99 grams of the controlled substance from a drain in Marsiling with the intention of selling it for profit. However, he was apprehended by the Central Narcotics Bureau (CNB) while traveling in a Grab car. On April 11, 2021, Arasan ordered 1 kg of cannabis from an individual known only as “R and R” for SGD 3,000 (USD 2,249.96). The following day, he retrieved a black plastic bag containing the drug from a drain in the Marsiling area and placed it in a black Coach bag before boarding a Grab hire car. CNB officers arrested Arasan near the junction of Woodlands Avenue 9 on April 12, 2021, based on received information. They seized the black Coach bag containing a block of vegetable matter within layers of plastic and tape, which was found to contain a mixture of at least 523.5g of vegetable matter and at least 413.5g of fragmented vegetable matter, weighing at least 937.2g. The block was identified as a mixture of cannabis, classified as a Class A controlled drug under the Misuse of Drugs Act. A search of Arasan’s home revealed no other incriminating evidence.

The investigation also revealed that Arasan did not have any customers at the time of his arrest. The prosecutor mentioned that Arasan had been admitted to a drug rehabilitation center in 2019 for drug consumption. The sentencing for trafficking cannabis is typically five to six years for up to 99.1g, and between 13 and 15 years for 297.2 to 329.9g. Possessing a Class A controlled drug for the purposes of trafficking carries a minimum sentence of five years in prison and five strokes of the cane, and a maximum of 20 years in prison and 15 strokes of the cane.
